Are Medicare and Medicaid the Same Thing?
If you’ve ever mixed up Medicare and Medicaid, you’re not alone. The names sound alike, and both are government health programs—but they serve different groups of people and work in very different ways.
At Covered by Tara, I often meet clients who aren’t sure which program they qualify for, or if they might qualify for both. Let’s clear up the confusion once and for all.
What Is Medicare?
- Who it’s for: Primarily people 65 and older, as well as some younger individuals with disabilities or certain health conditions.
- What it covers: Hospital care (Part A), doctor visits (Part B), prescription drugs (Part D), and optional Advantage (Part C) or Supplement (Medigap) plans.
- How it’s funded: Paid for through payroll taxes, monthly premiums, and federal funding.
- Key point: Medicare is a federal program that most Americans pay into during their working years.
What Is Medicaid?
- Who it’s for: People of any age who meet certain income and asset requirements.
- What it covers: Varies by state, but generally includes hospital and doctor visits, prescriptions, and long-term care.
- How it’s funded: Jointly funded by the federal and state governments, and each state runs its own program.
- Key point: Medicaid is a needs-based program for low-income individuals and families.
Can You Have Both Medicare and Medicaid?
Yes—some people qualify for both. This is called being “dual eligible.”
- Medicare covers most of your medical needs.
- Medicaid can help pay for premiums, deductibles, and services Medicare doesn’t cover (like long-term care).
- Special plans called Dual Eligible Special Needs Plans (D-SNPs) combine both benefits for those who qualify.
Why People Confuse Them
- Both are government-run health programs.
- Both start with “Medi-.”
- Both cover health services—but eligibility and funding are very different.
Quick tip: Think “care for seniors = Medicare” and “aid for those in need = Medicaid.”
